The Details

When you fire up a new version of Blender, the factory settings come pre-installed regardless of any previous version of Blender that might be on your machine. Transferring settings to a new install of Blender is easy once you know where to look.

On Mac, navigate to: Users/*USERNAME*/Library/Application Support/Blender/config
Note: sometimes the /Library folder is hidden on a Mac. In your Finder, click Go in the menu, then hold down the Option key to see /Library as an option.

On PC, navigate to: C:/Users/*USERNAME*/AppData/Roaming/Blender Foundation/Blender/3.x/config

On Linux, navigate to: ~/.config/blender

This directory contains the folders for every version of Blender on your machine. Navigate into the folder of the version which has the settings you want to duplicate. From there, click into the /config folder. Copy the userpref.blend file. This is where all your settings are saved. Once copied, move back two folders to the /blender folder containing the folders for the various versions. Navigate into the new version of Blender that needs the updated settings, go into the /config folder and paste the userpref.blend file, and overwrite the existing userpref.blend file.

Note: The /config folder is also where you will find the Blender Startup file. Alternatively, Blender.org offers a service called Blender Cloud, in which it is possible to sync your Blender settings to any device automatically with a simple plugin add-on.
